When Fi tries to expose abuse at an animal shelter, an insane veterinarian injects her with a serum that turns Fi into a dog.

This was IMO the worst Fi episode... It was just silly and cheesy.

When I was a kid, I liked it because it reminded me of Homeward Bound, but it really is not one of my favorites. I think it was just a silly, filler episode.

Homeward Bound was one I watched all the time as a kid. That and its sequel.

This more like a season 3 episode. I did like it when I was a kid though, even though it was silly, because I like dogs. lol

Is this ep set in June - I mean, Fi says six months since they've been home, and I thought they came back after Christmas, even though they weren't there Christmas Eve. But they're all in warmer clothes. And it's cold weather in "Twin" as well. Or should I just ignore the clothes? I'm really trying to work out a timeline right now.
The cat's existence in this episode bugs me. It comes out of nowhere, with no previous mention, as far as I recall. And it doesn't really seem a good choice for the Phillips to have a pet when they're so rarely home to take care of it. I suppose someone else could pet-sit.

Maybe you can flub it a bit by being a bit more specific about what defines "warmer" clothes. Maybe the bus is just full of people with bad circulation and they need to wear long sleeves even when it wouldn't make total sense Just a thought. I think "Shelter" works better as a light-hearted romp than "Boo" (although I do enjoy Henry Winkler in that one) but boy is it a strange one lol.
